Is Phoenix is good place to visit if you have recurring sinus problems?

My wife is pregnant and is having recurring problems with sinus inflamation during the winter in Indianapois. We are planning a vacation to Phoenix but want to make sure her Sinus conditions won't worsen as a result.

1. I lived in Phoenix (actually Mesa) for about six months and never had a problem. I have exercise-induced bronchial spasms and never had a problem there. I'm in San Antonio now, and it kills me sometimes.
