What are the party hot spots in Phoenix, AZ? General tips and advise for visiting Phoeniz in February?

Visiting Phoenix for a week in February (during NBA All-Star weekend) and would like some advice on things to do and places to visit (outdoor activities, bars, clubs, restaurants, shopping, tours, pampering, of-the-beaten-path activities). Advice on good hotels (safe, clean, cheap and easy to get to) and the good and bad parts of town would be great. Also tips on interesting neighborhoods to visit would be awesome. Thanks in advance!! 1. Phoenix? I believe all the party spots are found by driving due west, to L.A. :)
2. they do have some clubs & bars down town, Shopping i like - chandler fashion center. and you have to go by Scottsdale Fashion Square its the biggest mall here, it pretty expensive tho, but its really Nice, tempe has alot things to do too ( college people ) mill ave has clubs, bars, shopping an at night lots of drunk people. wat else .. dont go to far west or south of downtown bad areas, dirty, jails, crime, POTS HoLES in the street!! ther r a few Casino's here, casino arizona. i reccomend fortMcdowell they always have some event going on and do hav a really new hotel, if im not mistaken febuary is the month they have the big slow jams concert! if ur into R&B. other hotels if it dosent look nice, its probably not.
